Federal Reserve officials anticipated discussing the process for first slowing then stopping the process of shrinking the central bank's bond holdings at their December meeting. They agreed to begin that conversation "well before such a decision was reached in order to provide appropriate advance notice to the public," according to minutes of the meeting.
