Millions of Americans braced Monday for pay and welfare checks to stop within days as Congress careened toward a damaging government shutdown, with Republican right wingers blocking attempts to pass a budget.The White House warned Monday that seven million people who rely on the food aid program for women and children could also see their money stopped.
