Chicago's emergency plan for the dangerously cold temperatures that arrived this weekend and will persist at least through this week are in effect. The Harold Washington Library, 400 State St., was open all night Saturday into Sunday as the city's 24-hour warming center and will remain open as a 24-hour warming center through at least Wednesday. A Windchill Warning is in effect until noon Wednesday. People in Chicago can use park districts, libraries and police stations to get out of the dangerous cold. Those in need of shelter after-hours are encouraged to call 311 for a list of available services.
